The term of the inspection may not exceed 10 working days. Prior notice of the inspection will not be sent.
Based on the results of the inspection of educational institutions, an appropriate inspection report will be drawn up, which will indicate the state of compliance with the requirements of the legislation in the field of education, and if necessary a detailed description of the issues studied during the inspection.
The act will also indicate the need for the educational institution to develop an action plan to eliminate the identified violations.
The term for elimination of violations will be determined by the body that conducted the inspection.

Vocational education institutions, depending on the prevalence of COVID-19 in the region, will be able to start the school year in the usual way, with elements of blended learning or distance learning.
This is stated in the letter of the Ministry of Education and Science about the beginning of the new school year in vocational education institutions.
According to Deputy Minister of Education and Science Andrei Vitrenko, preparing recommendations for vocational education institutions, the Ministry of Education and Science focused on the decisions of the government and the chief sanitary doctor.
“According to them, local managers decide how the establishments will work. Next, the heads of vocational schools adapt the schedule of the educational process, issue appropriate orders and, if necessary, adjust the curriculum. For example, to conduct theoretical classes in the "orange" or "yellow" zone, we recommend using blended learning, dividing groups into subgroups, one of which will listen to the lesson online. As for industrial training and practice, it is better to plan them according to a separate schedule and coordinate with employers, "Vitrenko said.
Now the algorithm for organizing the new school year in vocational schools consists of 6 stages:
identification of subjects or topics that will be taught remotely; formation of the schedule of educational process where the schedule and time of employment, duration of breaks, the information on introduction of shift training, etc.; approval of the schedule of the educational process and subjects for distance learning at a meeting of the pedagogical council of the vocational school; issuance by the director of an order on the organization of the educational process in the new school year; informing employees, students of vocational education institutions about changes and decisions; preparation together with the local methodical center of recommendations which will define methods for control of knowledge, the list of resources for distance learning, creation and filling of distance courses.
Vocational education institutions will be able to change the way they work so that students and workers have less contact with each other. In addition, they will be screened daily. During their stay in the institution, the training premises will be regularly ventilated and the appropriate sanitary norms will be observed in them.
“In our letter, we also draw the attention of the directors of trade unions and managers to the decree regulating the work of dormitories in quarantine. Since most vocational schools have dormitories, note that it is already necessary to take care of compliance with sanitary requirements, "- said Andrei Vitrenko.
The pilot project "Entrepreneurship University" will begin in Ukrainian universities in September 2020
A course on innovative entrepreneurship will appear in universities
The YEP startup incubator together with the Ministry of Education and Science of Ukraine, the Ministry of Digital Transformation, Diya. Business and the Ukrainian Startup Fund will introduce a course "Innovative Entrepreneurship and Startup Project Management" at Ukrainian universities within the framework of the Entrepreneurship University project.
The pilot project "Entrepreneurship University" will start in September 2020. Its goal is the development of entrepreneurship education and the startup movement in Ukrainian universities.
At the first stage of the project, the discipline "Innovative Entrepreneurship and Management of Startup Projects" will be introduced in the pilot universities of the country.
Already in the first semester of the 2020-2021 academic year, university teachers will receive preliminary training on the subject of the course (online August 26-28), the curriculum will be integrated into universities within existing disciplines or as an elective subject, and course teachers will receive ongoing support from experts and mentors YEP.
During the course, students will create their own startup projects and submit narrative speech ideas them to the startup competition. The best teams will receive individual mentoring support from YEP, Diya.Business, the Ukrainian Startup Foundation, Cisco, OKKO, Genesis, REACTOR.UA, TechUkraine and other project partners.
“Today, Ukrainian inventors, innovators, startups really have limited access to knowledge on how to turn their developments or creative ideas into innovative products and services. Therefore, we hope that this project will expand the possibilities of such access. On the one hand, the course will provide new knowledge and practices to students and teachers, and on the other – in the long run will allow universities to attract additional funds from the implementation of their developments. It is also important that the emphasis be on the consideration of cases on the scientific component, "said Yulia Bezvershenko, Director General of the Directorate of Science and Innovation of the Ministry of Education and Science.
Universities that will take part in the pilot project will later have the opportunity to participate in the next stages of the Entrepreneurship University project.

“We have been working with universities for a long time, but for the first time we are integrating startup management into the educational process. Students’ work on startups will be considered an official discipline at the university. The concept of restoration of student dormitories is developed
The Ministry of Education and Science has developed a draft Concept of the state program for the restoration and development of a network of dormitories for students of higher education.
The relevant draft document has been submitted for public discussion.
The purpose of the Concept is to determine the prerequisites, causes and conceptual approaches to solving the problem of restoration and development of the network of dormitories for students of higher education institutions.
The Ministry of Education and Science reports that today there are 1,246 dormitories on the balance of higher education institutions under the Ministry of Education and Science. Up to 90% of this category of dormitories require major or current repairs, about 10% – are in disrepair.
Most dormitories were built in the 1960s and 1970s and do not meet modern housing quality standards. Part of the dormitories is far from the educational buildings. The issue of arranging the accessibility of dormitories for people with disabilities also remains relevant.
The strategic goal of the program will be the gradual reconstruction and capital construction of dormitories that meet the highest quality standards.
"First of all, it is supposed to carry out such tasks as overhaul of roofs, facades, common areas, power grids, drainage and sewerage systems, modernization of fire safety equipment, replacement of windows and introduction of energy-saving technologies, installation of ramps in dormitories that need it. The Ministry of Education and Science has announced the beginning of state certification of scientific areas of universities subordinate to the department.
The relevant order was signed by Acting Minister of Education Sergei Shkarlet.
Based on the results of the certification, the effectiveness of scientific activity in universities for the last 5 years will be assessed.
To pass the assessment, higher education institutions must update and submit to the Ministry of Education and Science by September 18, 2020, the application and information materials for 2015-2019.
In the near future, higher education institutions will receive detailed instructions for filling out information materials, as well as webinars will be held for attendees and experts.
The Ministry of Education and Science notes that the certification is not the university as a whole, but its research areas.
A special methodology was developed for evaluation. It takes into account a wide range of indicators: novelty and practical value of scientific results, integration into the world educational and scientific space, prospects for development, etc.
The certification assessment will be automatically calculated on the presented materials.
After that, an examination will be conducted. To this end, the Ministry of Education and Science has carried out an additional set of experts, including foreign ones. After expert evaluation, the results of the certification shall be approved by the certification commission.
